Refinancing with a low credit score: Your realistic options

Homeowner researching refinancing with a low credit score at his dining table on a laptop

You can refinance with a low credit score, and the loan you already have matters more than the number itself. FHA will not insure a mortgage for a borrower whose minimum decision credit score falls below 500, and between 500 and 579 an FHA refinance is capped at 90% of the home’s value at 580 and above, the ceiling rises to 97.75%.1 That’s the widest published opening in the market, well below where most homeowners assume the door closes.

Conventional financing moved the same direction. Fannie Mae removed its 620 minimum representative credit score for loan casefiles created on or after November 16, 2025, and Desktop Underwriter now runs its own risk assessment instead. The 620 floor, 640 on adjustable-rate loans, survives only for manually underwritten loans. What replaced the published minimum is a lender-by-lender standard, which is exactly the spread a broker exists to shop.

Learn which refinance programs accept low scores, what the seasoning clocks require, and what underwriters weigh besides the number. For the map, start with our Refinancing & Home Equity guide.

Key takeaways:

  • The loan you already have sets your floor: FHA insures borrowers down to a 500 minimum decision credit score, with 500 to 579 capped at 90% of value and 580 and up reaching 97.75% on a rate-and-term refinance.
  • Streamline programs skip the credit review entirely: A VA IRRRL requires no appraisal or credit underwriting package, and a non-credit-qualifying FHA Streamline is exempt from both the appraisal and the minimum credit score once 210 days have passed from that FHA loan’s closing and you have made 6 payments.
  • Below 580, your debt-ratio box shrinks, not just your rate: FHA manual underwriting holds borrowers under 580 to 31/43 qualifying ratios with no compensating-factor stretch, while 580-and-above borrowers can reach 40/50.

Can you refinance with a low credit score?

Yes, and in most low-score cases the deciding question isn’t your score. It’s whether the mortgage you’re replacing is FHA, VA, or conventional. Government-backed programs publish a score floor and stick to it. Conventional loans now run through an automated risk model with no published floor, so the answer varies by lender.

That changes how you shop. Hold an FHA or VA loan and you have a streamline product that never looks at your score, so one lender’s decline tells you almost nothing. Hold a conventional loan and you’re shopping credit policy, which is where wholesale lenders differ most. Our companion piece on refinancing with bad credit covers damage control; this one covers mechanics. One dead end to skip: Fannie Mae’s Selling Guide states that acquisition of high LTV refinances is currently paused, and the HARP program it descended from ended December 31, 2018.

What credit score do you need to refinance?

It depends entirely on the program, and the spread between the loosest and tightest option is roughly 140 points. The table shows each program’s published floor plus the two requirements that matter just as much: whether an appraisal is ordered and whether income gets verified.

Refinance typeCredit score floor set by the programNew appraisalIncome and DTI verified
Conventional, run through Desktop UnderwriterNone. DU’s own risk assessment decides.RequiredYes. DTI capped at 50%.
Conventional, manually underwritten620 fixed-rate, 640 adjustable-rateRequiredYes. 36% DTI, up to 45% with qualifying score and reserves.
FHA rate-and-term500. Scores of 500–579 cap LTV at 90%; 580+ reaches 97.75%.RequiredYes
FHA cash-out500, same LTV tiers, but cash-out is capped at 80% LTV regardless.RequiredYes
FHA Streamline, non-credit-qualifyingNone. Exempt from the minimum decision credit score. Not requiredNo
VA IRRRLNone. VA requires no credit underwriting package.2Not requiredNo

Two cautions. The program’s floor and the floor you are quoted differ: lenders layer overlays on agency minimums, and on FHA the common overlay sits at 580 though HUD’s rule starts at 500. And no published minimum doesn’t mean no credit review, conventional automated underwriting just stopped drawing the line in public. Our overview of refinance eligibility covers the rest.

Which refinance programs accept low credit scores?

Four programs do the heavy lifting, ranked below by how little credit review each performs. The easiest approval is usually attached to the loan you already have.

VA IRRRL: no score floor, no appraisal, no credit package

VA sets no minimum credit score for an Interest Rate Reduction Refinance Loan, and states plainly that no appraisal or credit underwriting package is required when applying for one.3 It must be a VA-to-VA refinance, you may not take cash out, and you certify that you previously occupied the home rather than that you currently do, see VA’s rules for the VA home loan program.

The clock is the real gate. Under federal law the new note date must fall on or after the later of two dates: the day you’ve made six consecutive monthly payments on the loan being refinanced, and the day 210 days after that loan’s first payment due date. Both, not either. Lenders may still pull credit for their own requirements, so a weak score can affect pricing even where it can’t affect eligibility. See our deep dives on VA Interest Rate Reduction Refinance Loans and the benefits of refinancing a VA loan.

FHA Streamline: exempt from the credit score requirement

A non-credit-qualifying FHA Streamline is exempt from the borrower minimum decision credit score, from the LTV limits tied to that score, from appraisal ordering, and from the manual credit, income, asset, and qualifying-ratio requirements. In plain terms: no score check, no appraisal, no DTI calculation.

Seasoning is measured at case number assignment and has three parts: at least six payments made on the FHA loan being refinanced, at least six full months since that loan’s first payment due date, and at least 210 days from its closing date. Note the difference from VA. FHA counts 210 days from the prior closing, VA from the first payment due date. You also need a net tangible benefit, which on a fixed-to-fixed refinance means a new combined rate at least 0.5 percentage points below the old one. Our guide to FHA Streamline refinance loans covers the credit-qualifying version, which does verify income.

FHA rate-and-term: the 500 floor with a 90% ceiling

This is the entry point for a homeowner in the 500s who doesn’t already hold an FHA or VA loan. FHA’s standard is blunt: a borrower is not eligible for FHA-insured financing if the minimum decision credit score is below 500. Between 500 and 579 the maximum LTV is 90%, so you need at least 10% equity. At 580 and above, a rate-and-term refinance on a principal residence you’ve owner-occupied for the previous 12 months reaches 97.75%.

Equity is what buys the approval. A borrower at 540 with 25% equity is a different file from one at 540 with 8% equity, because the second doesn’t fit inside the 90% box. HUD’s overview of FHA loan programs is the starting point; the binding detail is in Handbook 4000.1.

FHA cash-out and the low-income conventional options

FHA cash-out is capped at 80% LTV and CLTV of the adjusted value, and you must have owned and occupied the home as your principal residence for the 12 months before case number assignment, with every mortgage payment made within the month due. Score tiers match rate-and-term, but overlays bite hardest here: most lenders in our network want 580 or better on a cash-out file.

Two conventional agency products are built for this borrower. Freddie Mac’s Refi Possible sets no minimum Indicator Score for Loan Product Advisor and manually underwritten mortgages, allows DTI up to 65% and LTV up to 97%, and passes a $500 appraisal credit through. Fannie Mae’s RefiNow also allows 97% LTV and 65% DTI, and requires a rate reduction of at least 50 basis points plus an actual payment reduction. Both cap income at 100% of area median income and require no missed payments in six months and no more than one in 12. Neither applies unless the home is your primary residence, see refinancing a second home and refinance situations.

What do lenders weigh besides your credit score?

Equity, debt-to-income ratio, and mortgage payment history, and on FHA files your score directly controls how much room you get on the debt ratio. That last point is the one most articles miss: a low score doesn’t just raise your rate, it shrinks the box you must fit inside.

  • Debt-to-income ratio: Conventional loans run through Desktop Underwriter allow DTI up to 50%. Manually underwritten ones start at 36% and stretch to 45% only with qualifying credit and reserves. Our breakdown of debt-to-income ratio shows how to calculate yours before an underwriter does.
  • The FHA ratio matrix, keyed to your score: On manually underwritten FHA loans, a borrower at 500–579 or with no score may not exceed 31/43 ratios, and no compensating factor unlocks a stretch. A borrower at 580 or above starts at the same 31/43, reaches 37/47 with one compensating factor, and reaches 40/50 with two.
  • Equity: Your loan-to-value ratio decides which programs are open at all. At 90% LTV a 500–579 FHA file works; at 95% it doesn’t. Equity substitutes for score in a way no letter of explanation ever will.
  • Mortgage payment history: Every low-credit program tests this separately from your score. FHA Streamline wants all payments made within the month due for the six months before case assignment, with no more than one 30-day late; FHA cash-out wants a clean 12 months.
  • A co-borrower is not a co-signer: Adding someone to a refinance puts them on title and on the note for a home you already own, materially different from co-signing a purchase. FHA also bars non-occupant co-borrower income from qualifying a cash-out refinance. Read the risks and benefits of co-signing a mortgage first.

What does refinancing with a weak credit score cost?

Freddie Mac tells homeowners to expect to spend 3% to 6% of their loan principal to refinance ($5,250 to $10,500 on a $175,000 loan) covering recording, appraisal, credit report, origination, title, tax service, survey, attorney, and underwriting fees. A low score doesn’t change that list. It changes your rate, and on FHA files how long you pay mortgage insurance.

FHA mortgage insurance duration keys to your original LTV, not your score. On a term longer than 15 years, annual MIP runs 11 years when LTV is 90.00% or below and for the full mortgage term above 90%. That’s the hidden cost of a high-LTV FHA refinance: you can cut the rate and still be paying MIP in year 25. Upfront MIP is 1.75% of the base loan amount, but refinancing one FHA loan into another within three years earns a refund credit against it, a sliding schedule starting at 80% in month one and falling to 10% by month 36.

The arithmetic on a hypothetical file: a homeowner paid $3,062.50 in upfront MIP on a $175,000 FHA loan. She streamlines in month eight, when the refund percentage is 66%, producing a $2,021.25 credit. Her new $172,000 base loan carries $3,010 in upfront MIP, so she owes $988.75 instead.4

And a “no closing cost” refinance isn’t free: the fees move into your rate as a lender credit or into your balance as a larger loan, so you pay them monthly for as long as you hold the loan instead of once at the table. Benchmark quotes against Freddie Mac’s Primary Mortgage Market Survey, not an advertised rate.

How do you improve your odds before you apply?

Move the two levers that respond fastest, revolving balances and report accuracy, then protect your payment history while the file is in process.

  • Pay revolving balances down first: Amounts owed is one of the five categories that make up a FICO score, and the one that responds within a single billing cycle. Knowing what makes up your FICO score tells you where the fast points are.
  • Pull all three reports and dispute errors: Equifax, Experian, and TransUnion have permanently extended free weekly reports at AnnualCreditReport.com, the only federally authorized site, weekly access lets you confirm a correction landed before your lender re-pulls.
  • Make 12 clean payments and open nothing new: A single 30-day late can knock you out of a streamline. Don’t finance a car or open a card mid-process.
  • Check whether an FHA or VA loan is already under you: If so, the streamline path skips the credit review entirely and the only question is whether the seasoning clock has run. Review refinancing eligibility before rebuilding a score you may not need.

How Align handles a hard refinance

Low equity, a credit setback or an unusual property can make a refinance look impossible at one lender and workable at another. Lenders add their own rules on top of the program's.

Samantha takes your file to the wholesale lender whose rules fit it, and if waiting is the better move, she tells you that instead.

FAQ: Refinancing with a low credit score

Here are answers to common questions about refinancing with a low credit score.

Can I refinance my mortgage with a credit score below 600?

Yes, through government-backed programs. FHA will insure a refinance down to a 500 minimum decision credit score, though 500 to 579 caps you at 90% of value and most lenders overlay at 580. VA borrowers using an IRRRL face no credit underwriting package at all. Conventional financing is now decided by an automated risk model rather than a published floor, so the answer varies by lender. Our guide to refinancing with bad credit covers what to do when the first answer is no.

What is an FHA Streamline refinance?

An FHA Streamline replaces an existing FHA-insured loan with limited documentation. The non-credit-qualifying version is exempt from the minimum decision credit score, appraisal ordering, and income and qualifying-ratio review. You need six payments made, six full months since the first payment due date, and 210 days from the prior closing, all measured at case number assignment, plus a net tangible benefit. See the pros and cons of refinancing an FHA loan.

Will refinancing hurt my credit score?

Slightly and temporarily. A hard inquiry and a new account each produce a small dip that recovers with on-time payments. The CFPB notes that multiple mortgage credit checks inside a 45-day window are recorded as a single inquiry, so comparing offers doesn’t compound the damage. Our breakdown of what counts as a good credit score to buy a house shows where the tiers sit.

How can I improve my odds of refinance approval with weak credit?

Pay revolving balances down, since amounts owed moves fastest. Pull your free weekly reports at AnnualCreditReport.com and dispute errors. Make 12 consecutive on-time mortgage payments and open no new debt. Then check your ratios on manual FHA files a score under 580 holds you to 31/43 with no stretch. Our guide to debt-to-income ratio shows how to get under the line.

The bottom line on refinancing with a low credit score

Refinancing with a low credit score comes down to which loan you already hold. FHA insures borrowers down to a 500 minimum decision credit score, capping 500 to 579 at 90% of value and opening 97.75% at 580 and above. A VA IRRRL requires no appraisal and no credit underwriting package. A non-credit-qualifying FHA Streamline is exempt from the score requirement entirely, once 210 days have passed from your prior closing and you’ve made six payments. And Fannie Mae’s 620 minimum now applies only to manually underwritten conventional files, which makes the rest a lender-policy question rather than a rule question.
